European Tensions Increase Summary

• For each Naval (3) and Naval (1) Unit built by any country other than the United States, Great Britain, and Japan: +1
• For each Naval (10) Unit built by any country other than the United States, Great Britain, and Japan: +3
• Each Status marker downgraded as a result of a Status conflict in an Area: +1 per 'step'
• Each time a new Congress of Europe is called: +3
• Each Casus Belli that is unresolved at the conclusion of a Congress of Europe Phase: +3 ETI.
• Each time a Great Power defies a Congress of Europe: +2
• Each time a player breaks a Treaty: +5
• Each time a Great Power who declares support for a Minor Power fails to come to the Minor Power's aid in a subsequent War: +3
• Each time a player declares War: +5
• Each time a player makes a Separate Peace: +5
• At the conclusion of each War Determination Phase: +2

Notes and Clarifications:
• ETI increases for Fleet construction do occur if the build is forced, as in the German Navy League Agitation Random Event.
• The ETI increases by +1 for each 'step' a Status Marker is downgraded as the result of a conflict. So, downgrading a Possession to an Interest would be +3 ETI (Possesion to Protectorate to Influence to Interest).
• The ETI increases by +3 for each Casus Belli remaining unresolved at the end of a Congress of Europe, provising said Casus Belli was put before the Congress. If a Casus Belli remains unresolved but was never put before the Congress, there is no ETI increase for it.
• The ETI increases by 5 each time a player declares War. A declaration of War upon more than one power (i.e. Britain declares War on France and Germany) is considered to be just one declaration (in our example, the ETI will increase by just 5, not 10).
• The +2 ETI increase at the end of each War Determination Phase does occur in both Chinese Rebellions and Ottoman Wars.
