The game ended during the 1884 War Phase. Belgium declared War on France and Britain for defiance of Congress, and Japan and Russia both joined Belgium. At the same time, America declared War on Spain, and Germany, Britain, and France all joined America. France then declared War on Britain over a status marker conflict in the Kongo. France and Britain concluded their War by peace Treaty, and the ETI hit 100 while the other Wars proceeded. America was the sole Great Power to take the Great War Penalty. There were no Chinese Rebellions.
Robert Smith replaced Bob Soule and Kirk Williams replaced Enrico Caddeo as Russia and Japan, respectively, during an 1884 Congress.
