The game ended when the 1896 Congress closed in failure, driving European tensions over 100 due to the number of unresolved Casus Belli. By house rules, all powers with CBs extant shared responsibility for the Great War, those powers being Great Britain, France, Japan, and Russia. There was one Chinese Rebellion in 1884, notable in that the Chinese actually won, booting all powers out of China.
Note: The original Russia was replaced during an 1884 Chinese Rebellion by Matthew Riegel. Douglas Massie replaced Sean Vassey as the German leader during the 1896 Congress, moments before the game ended.
