The game ended in the Movement Phase in 1900, when the ETI hit 102. Great Britain took the penalty for placing Possessions that forced the downgrade of two Interests. Germany was forced to build two ETI worth of Fleets by Random Event, but the other players decided they should not be penalized for a Random Event. There were two Chinese Rebellions in this game, in 1888 and 1896.
